The Path Forward

Three clear steps to protect Mizoram's constitutional rights and restore proper democratic process.

Step 1
Revoke

Rescind the August 2025 Resolution

The Assembly must formally withdraw the resolution that adopted FCAA 2023 for Mizoram.

Why? Article 371G Violated & Proper Procedure Not Followed

  • Article 371G requires Assembly consent for central laws on land — but consent must be informed and follow due process
  • No consultation with civil society organizations (YMA, MHIP, MZP) before the 2025 vote
  • No consultation with churches and religious bodies
  • No consultation with Autonomous District Councils (Sixth Schedule)
  • The 2023 rejection followed months of deliberation; 2025 adoption was rushed
  • MLAs and public were not given adequate time to study the implications
Step 2
Revote

Hold Special Session with Proper Process

Call a special Assembly session that follows the same consultative process used in 2023.

Why? Democratic Process Requires Full Consultation

  • Invite written submissions from all stakeholders
  • Consult Joint Civil Society Mizoram (JCM) and member organizations
  • Engage churches — Baptist, Presbyterian, Catholic, and others
  • Hear from Autonomous District Councils on Sixth Schedule implications
  • Allow adequate time for MLAs to study and debate
  • Enable public hearings in each district
  • Publish all materials in Mizo for public understanding

Reject

Vote to Reject FCAA 2023

After proper consultation, the Assembly should reject FCAA 2023 — as it did unanimously in August 2023.

Why? FCAA Benefits Central govt., Not Mizoram

  • 100km exemption covers nearly ALL of Mizoram — we have no "safe zone"
  • "Strategic projects" are defined by Central govt., not by Mizos
  • Forest clearance was our voice in land decisions — now bypassed
  • Act East Policy infrastructure will benefit transit, not local economy
  • No guarantee projects will employ local people or respect local needs
  • Environmental damage from unchecked development affects Mizo livelihoods
  • Other NE states (Nagaland, Meghalaya) have similar concerns — we're not alone
